August 12, 2026 marked an important change for the European packaging market.
The EU Packaging and Packaging Waste Regulation, known as PPWR, has now started to apply.
For paper cup buyers, this changes the conversation.
PPWR is no longer only a future regulatory topic. It is now part of the requirements that packaging manufacturers, importers, distributors, and brands need to consider when placing packaging on the EU market.
The change also goes beyond the paper itself.
Material composition, barrier coatings, PFAS compliance, recyclability, and supplier documentation are becoming increasingly important purchasing factors.
So, what should European buyers look for when sourcing paper cups in 2026?
PPWR Has Moved From Policy to Procurement
PPWR entered into force on February 11, 2025, and began applying on August 12, 2026. The European Commission published additional guidance in June 2026 to clarify several practical questions raised by businesses and national authorities.
This creates an important shift.
Previously, many companies treated PPWR as a regulatory project for the future.
Now, purchasing teams also need to consider it.
For paper cup buyers, the supplier conversation is becoming more detailed.
Instead of asking only:
- What is the cup price?
- What is the MOQ?
- What paper GSM do you use?
- What is the delivery time?
Buyers may increasingly need to ask:
- What coating does the cup use?
- Is the material PFAS compliant?
- What food-contact documentation is available?
- What is the overall material composition?
- How has the finished cup been tested?
- What evidence supports its recyclability?
In other words, compliance is becoming part of product selection.
1. PFAS Compliance Is Now a Market-Entry Issue
One of the most immediate changes concerns PFAS in food-contact packaging.
Under Article 5(5) of PPWR, from August 12, 2026, food-contact packaging cannot be placed on the EU market if it contains PFAS at or above the specified limits. The regulation sets limits of 25 ppb for any PFAS and 250 ppb for the sum of targeted PFAS, subject to the conditions specified in the regulation.
This matters for paper packaging because PFAS have historically been used in some applications where grease and oil resistance are required.
For paper cups and food containers, buyers should therefore move beyond a general statement such as:
“PFAS-free.”
A stronger supplier assessment should include appropriate testing or compliance documentation for the actual packaging material.
The European Commission’s 2026 guidance is particularly useful here. It explains that there is currently no harmonised EU-level testing methodology for PFAS in food-contact packaging. The Commission therefore recommends a stepwise testing approach for enforcement.
What should buyers ask?
A practical checklist includes:
1. Is the finished packaging PFAS compliant?
2. Can the supplier provide supporting test reports or declarations?
3. Are the tests related to the actual packaging or only the raw material?
4. Can the supplier maintain consistent material specifications during mass production?
This last point is important.
A compliant sample is useful.
A consistent production process is much more valuable.
2. A Paper Cup Is Not Automatically a Recyclable Cup
This is one of the most important concepts for paper cup buyers.
A paper cup may look like paper.
However, its end-of-life performance also depends on its barrier structure and the recycling system available for that packaging.
PPWR’s Annex II explicitly identifies paper cups laminated with polyolefin, with or without aluminium, as a type of composite packaging in which paper/cardboard is the predominant material.
This does not mean that every coated paper cup is automatically non-recyclable.
Instead, it highlights a more important point:
The paper substrate is only one part of the packaging system.
A more complete assessment looks at:
Paperboard
↓
Barrier coating
↓
Cup forming
↓
Collection
↓
Sorting
↓
Recycling
The interaction between these stages matters.
This is why paper cup design is gradually moving from a simple material question to a barrier engineering question.
3. Barrier Coatings Are Becoming a Procurement Decision
Paper needs protection.
Without a suitable barrier, hot drinks can weaken the paper structure. Cold drinks can create condensation. Coffee, dairy products, sauces, and other beverages can also introduce moisture and grease challenges.
Traditionally, plastic coatings such as PE have provided reliable barrier performance.
However, sustainability goals and evolving European packaging policy are encouraging the development of alternative barrier technologies.
Depending on the application, suppliers may offer:
- PE coatings
- PLA-based barriers
- Water-based coatings
- PHA-based coatings
- Mineral or other emerging barrier technologies
The right choice depends on the application.
There is no universal coating that solves every packaging problem.
For example, a coffee cup may prioritize:
Heat resistance + liquid resistance + stiffness
An iced beverage cup may require:
Condensation resistance + structural stability
A food container may need:
Grease resistance + moisture resistance + heat performance
Therefore, European buyers should avoid selecting a coating based only on the label “eco-friendly.”
The better question is:
Does the complete cup deliver the required performance while supporting the intended end-of-life pathway?
4. What Is Changing for Paper Cup Buyers?
The purchasing criteria are becoming broader.

5. What Should European Buyers Ask Their Paper Cup Supplier?
Before placing a large order, buyers can use the following checklist.
1. What barrier coating is used?
Ask for the exact coating type rather than simply accepting “eco-friendly coating.”
2. Is the cup PFAS compliant?
Request appropriate supporting documentation.
3. Can you provide food-contact compliance documents?
The finished product matters, not only the paperboard.
4. What is the cup’s material composition?
This is especially important when the product contains multiple layers.
5. Has the finished cup been tested?
Testing the final converted product can provide more useful information than relying only on raw-material specifications.
6. What is the intended end-of-life pathway?
Ask how the supplier evaluates recyclability or other end-of-life claims.
7. Can the supplier maintain the same specification in mass production?
This is particularly important for long-term contracts.
A good compliance document should support a stable manufacturing system.
6. PPWR Does Not Mean Every Requirement Starts on the Same Day
There is another point that buyers should understand.
PPWR began applying on August 12, 2026. However, different obligations have different implementation timelines.
For recyclability, PPWR establishes a phased framework.
The regulation provides that recyclability performance will be assessed through design-for-recycling criteria, with the relevant framework applying from 2030, subject to the timing provisions in the regulation. A further recycled-at-scale assessment is introduced from 2035. From 2038, packaging below the required recyclability performance threshold can no longer be placed on the EU market under the relevant provisions.
This distinction matters.
It would be misleading to say:
“Every paper cup must meet the final 2030 recyclability criteria today.”
The more accurate interpretation is:
PPWR is already applicable, while some detailed recyclability requirements will be phased in through subsequent measures and timelines.
The European Commission’s guidance also notes that additional implementing and delegated measures will continue to shape the practical application of the regulation over the coming years.
That means buyers should not wait until 2030 to review their packaging.
The transition is already underway.
7. What Should Paper Cup Manufacturers Prepare?
For manufacturers, PPWR creates a different challenge.
The industry is moving toward a model where product performance and regulatory readiness need to develop together.
A paper cup manufacturer should therefore pay attention to:
Material Control
Maintain clear specifications for paperboard and barrier materials.
Coating Control
Monitor coating weight, uniformity, adhesion, and production consistency.
Food-Contact Safety
Maintain appropriate declarations, test reports, and supporting documentation.
PFAS Management
Verify that relevant materials and finished products comply with applicable limits.
Product Traceability
Keep production specifications and raw-material information organized.
End-of-Life Considerations
Evaluate how the complete packaging structure interacts with the intended recycling or disposal pathway.
This is where technology becomes commercially important.
A barrier coating is no longer simply a way to prevent leakage. It is part of the packaging’s overall sustainability and compliance strategy.
The New Competitive Advantage: Compliance + Performance
PPWR is changing the way the European market evaluates packaging.
But regulation alone will not determine the winning product.
A paper cup still needs to:
- hold hot and cold beverages;
- resist leakage;
- maintain its shape;
- fit the intended lid;
- run consistently on production lines;
- meet printing requirements;
- and remain commercially competitive.
At the same time, the packaging needs to fit an increasingly complex regulatory environment.
This creates a new competitive equation:
- Performance
- Food Safety
- Material Transparency
- Regulatory Readiness
- End-of-Life Consideration
= Next-Generation Paper Cup
For paper cup manufacturers, this is an opportunity rather than simply a compliance burden.
Companies that invest in barrier technology, material control, testing, and documentation can provide more value than suppliers competing on price alone.

PPWR has now moved from the planning stage into practical application.
For European buyers, the next step is not simply to ask whether a cup is “paper” or “eco-friendly.”
The better questions are:
What is inside the cup?
How does the barrier work?
Is the finished product compliant?
And what happens to the packaging after use?
These questions will become increasingly important as the EU moves toward its 2030 and 2035 packaging targets.
For manufacturers, this creates a clear direction.
The future of paper cups will not be defined by paper alone.
It will be defined by how paper, barrier technology, food safety, manufacturing consistency, and end-of-life performance work together.
